About the Strategic Prevention Framework State Incentive Grant (SPF SIG)
SPF SIG is a grant that requires a structured implementation of evidence based programs based on assessments of what a particular community might need. SPF SIG is funded by SAMHSA and implemented in Missouri by the Department of Mental Health. SPF SIG funding will be available for PIP from September 2007 until September 2009. As a recipient of a SPF SIG grant, PIP must focus these funds on two goals:
- Lower binge drinking rates among PIP students
- Lower underage drinking rates among PIP students

Based on our data analysis, the following three causal factors, or intervening variables, are the most prevalent causes of underage and binge drinking in all of our communities:
- Students on campuses where it is believed that alcohol and drug policies are not enforced consistently are more likely to be binge and underage drinkers
- Students who believe that their campus sees binge and underage drinking as normal and acceptable are more likely to engage in underage and binge drinking.
- Students who drink at private parties are more likely to binge drink and drink underage.
Therefore, based on the results of our needs, resources, and readiness assessments, Partners in Prevention will focus our Strategic Prevention Framework State Incentive Grant funding on these issues. To do focus on these causal factors, SPF SIG has allowed PIP to implement one evidence based program and one environmental strategy. The program that PIP will implement with SPF SIG funds is Community Trials (LINK to what’s in PIEC Tool box), and the environmental strategy is working with prosecutors to increase DWI prosecution. This program and strategy is implemented in PIP communities by the members of PIEC, a sister organization.
About PIEC
Partners in Environmental Change is a statewide coalition dedicated to reducing underage drinking among Missouri’s college students. The main focus of the PIEC proposal is to empower law enforcement, campus judicial officers and prevention professionals from colleges throughout the state to become change agents in their communities. These change agents will help create a campus, city and state environment that supports good decision making in regard to alcohol by the college students who attend the higher education institutions in the State of Missouri. They become empowered through support materials, trainings, incentive programs, communication networks, and effective evaluations. This coalition promotes effective environmental management strategies that utilize coalition building, policy review, and limiting students' access to alcohol.
In addition to involvement in campus and community enforcement and education initiatives, PIEC law enforcement and judicial representatives have attended the following professional development opportunities:
- Meeting of the Minds Networking for Success in Prevention 2002-present
- OJJDP National Leadership Conference 2002-present
- IACLEA (International Association of Campus Law Enforcement Administrators) and MACLEA (Missouri Association of Campus Law Enforcement Administrators

From 2004-2005, Partners in Environmental Change observed the following changes on Missouri’s college campuses (Data from the Core Alcohol and Drug Survey, 2004 (n=7048) and 2005 (n=7129):
Of college students under 21 years of age,
- 38% decrease in average number of drinks consumed
- 10% decrease in regular (3 times per week or more) alcohol use
- 10% decrease in students reporting that they were injured due to their drinking
- 5% decrease in binge drinking behavior
- 2% decrease in students reporting that they damaged property or fire alarm due to their drinking
What is a nuisance party?
Some cities in Missouri have adopted a Nuisance Party Ordinance. The details of a nuisance party would be 10 or more persons on a residential property where there is a peace disturbance, alcohol violations, fighting, drugs, public urination or other violations. All tenants can be held responsible and be arrested. The first offense would receive a fine a minimum of $500, and the second offense would receive a minimum fine of $1000.
Initiatives Undertaken By PIEC with SPF SIG funding
The following are main programs that SPF SIG has funded through PIEC:
- START, the Student Alcohol Responsibility Training. This is an online server training program meant for students. In this program, students will learn how and why they should avoid serving underage or intoxicated party guests, and how they are affected by state and local laws and campus and student organization rules. This training is scheduled to be on line January 14, 2009.
- BASICS trainings to instruct administrators on how to implement the program on their campus as part of a comprehensive prevention program and for practitioners on how to actually conduct the sessions.
- Through subcontracts: funding for training campus judicial officers, and campus and community law enforcement; provision for equipment to communities to help reduce underage drinking and funding for law enforcement overtime for specific events.
- A DWI training for law enforcement, prosecutors and judges. This training is scheduled for implementation sometime in 2009
Also, SPF SIG has provided funding for other various needs:
- Attendance of law enforcement and judicial members at monthly meetings
- Relevant trainings provided to members throughout the year
- Technical assistance provided to members
- Participation of members on local campus/community coalitions
- Send members to local, state, and national conferences for professional development and training
Campus Enforcement and Education Programs Funded by SPF SIG
- Missouri University of Science and Technology- St. Patrick’s Day 100th Anniversary Celebration enforcement efforts
- University of Central Missouri- Continuous compliance checks in Warrensburg to discourage sales of alcohol to minors*
- University of Missouri- Portable Breathalyzer Testers for each MUPD patrol car
- Southeast Missouri State University- Two police car cameras
- Truman State University- Promotional items to increase awareness about underage and binge drinking issues
- Northwest Missouri State University- Fatal vision goggles for in class police demonstrations of issues related to impaired driving
- University of Missouri-St. Louis- Equipment for sobriety checkpoints
- University of Missouri-Kansas City- Funds for a bar owner meeting to educate individuals about the SMART server training program
SPF SIG and PIEC
The Strategic Prevention Framework State Incentive Grant (SPF SIG) is a SAMHSA grant implemented by the Missouri Department of Mental Health. This program focuses on lowering underage and binge drinking in individuals ages 12-25 in Missouri. Through the SPF SIG funds, the following initiatives have been implemented:

The members of the PIEC coalition implement these initiatives. Partners in Environmental Change (PIEC) is a statewide coalition composed of law enforcement and judicial professionals from all PIP schools dedicated to reducing underage and binge drinking among Missouri’s college students. The members of PIEC have undertaken the following Initiatives:
- Funding for training campus judicial officers, and campus and community law enforcement
- Attendance of law enforcement and judicial members at monthly meetings
- Relevant trainings provided to members throughout the year
- Technical assistance provided to members
- Participation of members on local campus/community coalitions
- Supported state law HB 36 Keg Registration, which was passed into law
- Send members to local, state, and national conferences for professional development and training
- Provided equipment to communities to help reduce underage drinking
Member Services
SPF SIG and Partners in Environmental Change are committed to reducing underage drinking and binge drinking through enforcement and education. Funds are available to Partners in Prevention campuses for law enforcement operations aimed at reducing underage drinking and binge drinking.
