About PIEC

Partners in Environmental Change is a statewide coalition dedicated to reducing underage drinking among Missouri’s college students. The main focus of the PIEC proposal is to empower law enforcement, campus judicial officers and prevention professionals from colleges throughout the state to become change agents in their communities. These change agents will help create a campus, city and state environment that supports good decision making in regard to alcohol by the college students who attend the higher education institutions in the State of Missouri. They become empowered through support materials, trainings, incentive programs, communication networks, and effective evaluations. This coalition promotes effective environmental management strategies that utilize coalition building, policy review, and limiting students' access to alcohol.

Initiatives Undertaken By PIEC

· Funding for training campus judicial officers, and campus and community law enforcement-
· Attendance of law enforcement and judicial members at monthly meetings
· Relevant trainings provided to members throughout the year
· Technical assistance provided to members
· Participation of members on local campus/community coalitions
· Supported state law HB 36 Keg Registration, which was passed into law
· Send members to local, state, and national conferences for professional development and training
· Provided equipment to communities to help reduce underage drinking

University of Missouri-Rolla- St. Pat’s Celebration Checkpoint Operation and Underage Drinking Enforcement*
University of Central Missouri- Continuous compliance checks in Warrensburg to discourage sales of alcohol to minors*
University of Missouri-Columbia- Underage drinking enforcement operation in Columbia*
Southeast Missouri State University- Education Campaign about underage drinking laws
Truman State University- Student Code of Conduct Review
University of Missouri-Columbia- Off Campus Housing Task Force education campaign and Walk and Talk Kit initiative and Campus Code of Conduct Education
Northwest Missouri State University- Greek Alcohol Summit
University of Missouri-St. Louis- Mailing of student code of conduct in compliance with federal Safe and Drug Free Schools regulations
Missouri State University-

In addition to funding of campus and community enforcement and education initiatives, PIEC law enforcement and judicial representatives have attended the following professional development opportunities:

· Meeting of the Minds Networking for Success in Prevention 2002-present
· OJJDP National Leadership Conference 2002-present
· IACLEA (International Association of Campus Law Enforcement Administrators) and MACLEA (Missouri Association of Campus Law Enforcement Administrators
· LETSAC (Law Enforcement Traffic Safety Advisory Council)
· ASJA National Conference (Association of Student Judicial Affairs)
· ASJA Gehring Institute

From 2004-2005, Partners in Environmental Change observed the following changes on Missouri’s college campuses (Data from the Core Alcohol and Drug Survey, 2004 (n=7048) and 2005 (n=7129):

Of college students under 21 years of age
· 38% decrease in average number of drinks consumed
· 10% decrease in regular (3 times per week or more) alcohol use
· 10% decrease in students reporting that they were injured due to their drinking
· 5% decrease in binge drinking behavior
· 2% decrease in students reporting that they damaged property or fire alarm due to their drinking
